IAI's TM-91C general configuration is based on the ARROW 1 Interceptor.

The TM-91C target is a single-stage missile and has a solid rocket booster motor.

The missile is steered by jet vanes and aerodynamic fins located in its base.

The TM-91C target can be launched from sea (from an adapted ship) or from a ground base (with a launcher).
